
In August 2026, the Home Office in the UK issued ‘rape leaflets’ to asylum seekers. The official nine-page guide, titled “Understanding behaviors and expectations in the UK: A guide for asylum seekers,” explains basic UK laws and social norms.
Apparently, not raping people needs to be spelled out.
The page on consent and rape notes, “In the UK, both people must say ‘yes’ to sex.”
Having sex with someone without their consent “is called rape” and is “a serious crime.” It can lead to prison, loss of support/accommodation, and harm an asylum claim.
The guide then has to clarify what a child is and that sex or sexual contact with anyone under 16 is illegal with “no exceptions,” even if the child says yes.
The booklet also notes that child abuse and female genital mutilation are also serious crimes.
And for good measure, a primer on harassment and gender equality is included: “Do not make sexual comments, whistle, make kissing sounds, follow people, or block their path. Women can work, study, travel, and make their own life decisions without needing a man’s permission.”
It further notes that “laws and customs here may be different” from those in some migrants’ home countries.
Education Secretary Lucy Powell defended the booklet, saying some arrivals come from “different cultures” and need clear guidance on UK rules and the consequences of breaking them.
Ms Powell said: “I think it’s pretty straightforward that we should be explaining to people and being clear about people the expectations and the rule of law in this country.
“People coming from other countries do have different cultures, and we have to be absolutely clear with people of how much we abide by the rule of law in this country, what the rule of law is about, what some of those laws are.
“If people break those laws, they will be treated very harshly, they will be deported. They would have any claim to asylum completely squashed at that point as well.”
Others shared outrage at the need to even explain common decency.
UK MP and Shadow Home Secretary, Chris Philp, noted, “The Home Office has just issued a booklet to illegal immigrants advising them not to commit rape and sexual assault, including of children.”
“This tells us all we need to know about the kind of people illegally entering our country”
“Illegal and legal immigrants are coming from places and societies where attitudes towards women are completely incompatible with Western society.”
“It seems like every day there is another report of an illegal immigrant raping or assaulting women and young girls here. Instead of trying to train these mainly young, male illegal immigrants to behave in a civilised way towards women, the Home Office should instead deport them.”
